This is how Jonathan Kuttab, a Palestinian American human rights attorney who is the Principal Legal Advisor for the Tribunal, answered that question:

 “When national and international agencies and judiciaries fail to act, and governments refuse to take their responsibilities seriously,” wrote Jonathan, “it falls to civil society to act in order to point out the serious crimes, like genocide, which their own governments fail to oppose, or even are complicit in perpetuating.

People’s Tribunals are forums of justice organized by social justice movements and organizations to adjudicate human rights abuse cases against states and state actors. The judgments rendered through people’s tribunals are non-binding, as their decisions are not backed by the force of state authority, but their moral and political findings can clarify and change the course of history.

In Philadelphia, the people are stepping up to do the job that the US Congress and courts should have done long ago when the United States government and its agents deployed awesome economic, diplomatic, and political assets to enable Israel to use weapons of mass destruction and the tactic of mass starvation against the children and civilian population of Gaza.”

About the Philadelphia People’s Tribunal on War Crimes & Genocide in Gaza
A team of human rights attorneys representing the people of Philadelphia, PA  will make the case that  the United States Government, the U.S. Executive Branch, the U.S. Congress —Biden-Trump, Blinken-Rubio, Fetterman-McCormick-Casey—are accountable for war crimes & genocide in Gaza. Expert witnesses in International law, US law, and witnesses with on-the-ground lived experience in Gaza will testify at the Tribunal. A jury of Philadelphia community leaders will listen to the testimony, deliberate, and issue their findings regarding the accountability of the US government and its agents for war crimes and genocide in Gaza.
